## Emergency Procedures

### Threat Detected

1. Assess severity (Notice/Warning/Serious/Critical)
2. Contact Steward Council if Warning+
3. Follow Emergency Protocols document
4. Publish transparency notice if Serious+

### Shutdown (Critical Only)

## Common Operations

### Add Steward Manually (Bootstrap)

For first Stewards before elections:

## Succession

If you need to hand over:

1. Document all credentials
2. Notify Steward Council
3. Transfer Netlify site ownership
4. Transfer Neon project
5. Update Ambassador Charter with new name
6. Publish transition notice
